A possible Trump–Xi meeting next month is the subtext. Washington wants Iran isolated. Beijing wants energy flows and does not want its financial system used as a lever. Secondary sanctions on Chinese institutions would be a different crisis stacked on the Gulf one.
This is great-power bargaining conducted in the language of compliance. Iran is the named target. The audience is every treasury desk that clears dollars.
If talks with Xi are real, expect carefully worded exemptions, delayed enforcement, or a louder clash. The middle path is the one markets are trying to price this week.
